Added support for proposal to spec & schemas, with 2 minor changes:
1) Changed some terminology in the domain model/schema to be more consistent with the rest of the spec (e.g. "change log token" to avoid confusion with existing "change tokens", etc.)
2) Simplified the "enumCapabilityChanges" enum down to 3 values -- see section 2.1.1. I believe ths is consisten with the original proposal, but the enum in the proposal doc had a bug in it.
